David Redl Founder and CEO
David is an attorney and former government executive with deep experience in both the legislative and executive branches of the U.S. government in the telecommunications, media, and technology fields.
Prior to founding Salt Point, David served as Assistant Secretary of Commerce for Communications and Information and the Administrator of the National Telecommunications and Information Administration (NTIA) and as Chief Counsel for Communications and Technology to the House Committee on Energy and Commerce.
David also serves as a Senior Fellow at the Silicon Flatirons Center at the University of Colorado.
Ansley Erdel Managing Partner
Ansley Erdel is a seasoned advocate with more than 15 years of lobbying experience. Ansley focuses her practice on telecommunications and technology issues and has represented a wide variety of clients including trade associations, telecommunications service providers, wireless telephone carriers, computer and device manufacturers, and information technology companies. She has worked extensively with the music industry, the cable industry and has led industry coalitions.
Ansley also serves as a senior policy advisor for a D.C.-based venture capital firm.
Fiona Alexander Co-Founder
Fiona is a former government executive with extensive experience and globally diverse contacts in international Internet, telecommunications, and emerging technology policy.
Fiona served for close to 20 years at the National Telecommunications and Information Administration (NTIA) in the U.S. Department of Commerce where she was Associate Administrator for International Affairs. She also managed the U.S. government’s relationship with the Internet Corporation for Assigned Names and Numbers (ICANN) and is NTIA’s sole Presidential Rank Award winner for her leadership in the privatization of the Internet’s domain name system.
Fiona also serves as Distinguished Policy Strategist in Residence in the School of International Service and Distinguished Fellow at the Internet Governance Lab at American University.
Jared Weaver Partner
Jared Weaver focuses his practice on technology issues as a partner at Salt Point Strategies. His broad portfolio in this field includes work on privacy, Sec. 230, platform accountability, autonomous vehicles, as well as every facet of the high-tech industry from software to hardware to network equipment and IOT.
During his time on the Hill, Jared served as the Deputy Chief of Staff for Rep. Anna Eshoo, whose Silicon Valley constituency is dominated by many of the world’s largest technology companies alongside thousands of start-ups. He worked as legislative counsel for Rep. Jay Inslee, whose Seattle district had a significant technology presence as well. As a result, he was deeply involved with the Hill’s technology agenda, including legislative efforts to foster innovation, address broadband funding & deployment, support Internet radio, stop the Internet tax, and address spectrum policy.
As a graduate of Catholic University’s Communications Law Institute, Jared has a profound knowledge and deep understanding of the laws and regulations affecting the communications industry. His time on Capitol Hill and at the FCC makes for a well-rounded and substantive expert when it comes to strategizing and executing lobbying efforts before Congress.
Jerry Leverich Partner
Gerald (Jerry) Leverich is a public policy professional with extensive expertise and strategic insight steeped in the technology, communications, and consumer protection issues before Capitol Hill and the Executive Agencies.
Prior to joining Salt Point, Jerry served on the professional staff of the House Committee on Energy and Commence for over seven years, most recently serving as both the Chief Counsel and Staff Director for the Communications and Technology Subcommittee and the Consumer Protection and Commerce Subcommittee. Before that, Jerry served as an attorney in the Office of the General Counsel at the U.S. Government Accountability Office, advising primarily on issues related to telecommunications and technology law.
Jerry graduated from the Georgetown University Law Center, cum laude, and earned his B.A. in Political Science with a minor in Philosophy from the College of Charleston.
Adam Buckalew Partner, Chair of Health Practice
Best known in the corridors of Washington simply as Buck, Adam L. Buckalew is a well-respected expert with senior experience on key committees in the U.S. Senate and House of Representatives, who has advised decisionmakers across federal and state governments, the private sector, and political campaigns over the past 15 years.
Most recently, Buck served under Chairman Lamar Alexander as the Deputy Health Policy Director for U.S. Senate Committee on Health, Education, Labor and Pensions. He was instrumental in negotiating the No Surprises Act, which ended surprise medical billing and represents the greatest patient protection in a decade. Throughout the global pandemic, he drafted key provisions of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), and worked with senior officials across the legislative and executive branches on the federal government’s COVID-19 response.
Prior to his leadership in the Senate, Buck was the Coalitions Director and Deputy Chief Health Counsel for U.S. House Committee on Energy and Commerce Chairman Greg Walden, where he worked with senior staff across all six subcommittees to engage industry stakeholders.
In his senior committee roles, Buck gained extensive knowledge of legislative and regulatory procedures, federal budgetary mechanics, and private and public health insurance regulations. He is one of the most sought-after experts on the Public Health Service Act (PHSA) and the Employee Retirement Income Security Act (ERISA) as well as policies within the Controlled Substances Act (CSA) and the Food, Drug, and Cosmetics Act (FDCA). Buck also counts his work on the SUPPORT Act – a landmark law to combat the opioid epidemic – among his most rewarding endeavors.
Buck received his undergraduate degree in journalism from the University of Southern Mississippi and his master’s degree in public policy and administration from Mississippi State University. He lives in Washington, DC, with his wife, Emily, and their young daughters, Nora and Zoe.
Veronica Jackson Senior Vice President
Veronica Jackson is a Senior Vice President in the health care practice at Salt Point Strategies. She is a seasoned health care leader with over 15 years of experience in building impactful advocacy campaigns. Veronica brings both public and private sector experience to her work, along with deep expertise in public policy, strategic communications, and multi-stakeholder collaboration – complimented by a robust network of allies across Capitol Hill, the executive branch, and industry.
Veronica is an Obama administration Department of Health and Human Services (HHS) alumnus, who most recently worked at Humana on their federal affairs team. Prior to her role at Humana, Veronica was the Executive Director of Federal Affairs at Blue Cross Blue Shield Association (BCBSA), where she directed outreach to the Senate and Biden administration on behalf of BCBS companies nationwide.
As a political appointee in the Obama administration, Veronica worked at HHS in the Office of Public Affairs under Secretaries Kathleen Sebelius and Sylvia Burwell through the relaunch of HealthCare.gov and later, on initiatives to increase the adoption of value-based care.
Veronica is a veteran of the United States Air Force, where she served as a Korean linguist. She holds a Master of Science in Health Systems Administration from Georgetown University.
Milla Anderson Vice President
Milla Anderson is a Vice President at Salt Point with both legislative and regulatory experience on telecommunications and technology issues.
She most recently served as Policy Advisor to Commissioner Geoffrey Starks of the Federal Communications Commission, where she helped shape policies to deploy emerging technologies, improve emergency communications services, and promote broadband access. In this role, she worked closely with stakeholders across the federal government, legislative branch, industry, and advocacy groups to advance policy aimed at closing the digital divide.
Prior to her time at the FCC, Milla spent multiple years developing her policy acumen in both the House and the Senate. She most recently served as Policy Advisor to former Rep. Annie Kuster (D-NH), then a member of the Energy and Commerce Committee. Milla led the Congresswoman’s work on the Communications and Technology Subcommittee and advised on issues related to broadband deployment, privacy, and national security. Her congressional experience includes her time in the Senate, having served as a legislative staffer for former Senators Debbie Stabenow (D-MI) and Doug Jones (D-AL).
Milla is a graduate of Dartmouth College, where she earned her B.A., cum laude, in Quantitative Social Sciences.
Anderson Helton Vice President
Anderson Helton is Vice President at Salt Point Strategies, facilitating the firm’s government relations initiatives before Capitol Hill. With a proven ability to swiftly navigate complex policy and political landscapes, Anderson is adept at crafting and advancing bipartisan solutions to achieve strategic legislative objectives.
Before joining Salt Point Strategies, Anderson was a Legislative Assistant to Senate Armed Services Committee Chairman Roger F. Wicker (R-MS). In this role, he served as the primary advisor on critical issues, including Telecommunications, Space, Data Privacy, Data Security, Artificial Intelligence, and Emerging Technologies. His prior experience includes serving with the U.S. Senate Committee on Commerce, Science, and Transportation, where he supported the Communications, Media, and Broadband and the Consumer Protection, Product Safety, and Data Security Subcommittees.
A graduate of the University of Mississippi’s Trent Lott Leadership Institute, Anderson holds a Bachelor of Arts in Public Policy and Leadership.
Mary L. Brown Spectrum and Technology Policy Consultant
Mary L. Brown is a spectrum and technology policy expert with decades of experience in Wi-Fi, as well as licensed technologies supporting the mobile services and Internet of Things sectors. Her expertise in wireless includes a stint on the National Telecommunications and Information Administration’s Commercial Spectrum Management Advisory Council, providing testimony at multiple Congressional hearings, and advocating on spectrum issues before the Federal Communications Commission (FCC). She has also worked on spectrum issues internationally, advocating before national administrations around the world.
Prior to joining Salt Point, Mary led Cisco Systems’ global public policy agenda for wireless technologies and spectrum policy for 18 years. Previously she held a management role in MCI’s Government Affairs organization, and began her career at the FCC.
Dave Wright Spectrum Policy Analyst
Dave Wright is a longtime spectrum champion, advocating for unlicensed, licensed, and dynamic sharing frameworks – recognizing the vital role that all spectrum management regimes play in our increasingly wireless world. Dave has been at the vanguard of both the development and implementation of dynamic spectrum access, such as CBRS and 6 GHz AFC.
Prior to his current role, Dave led the spectrum policy initiatives for a number of market leading companies in enterprise wireless, including Hewlett Packard Enterprise and Ruckus Wireless. Dave also has a long history of leadership in a variety of standards and trade organizations, including the OnGo Alliance (formerly CBRS Alliance), Wireless Innovation Forum (WInnForum), the Wi-Fi Alliance, the Dynamic Spectrum Alliance, and WiFiForward. Dave served as the President of the OnGo Alliance for 5 years and had the honor of presiding over the CBRS Commercial Services Launch Event in September 2019. Dave has testified before Congress on spectrum policy and also served on the Commerce Spectrum Management Advisory Committee (CSMAC) at the Department of Commerce.
Dave began his career in communications in the early ‘90s while serving in the U.S. Marine Corps. He then transitioned to the commercial sector as a systems engineer. In the intervening years he has spent much of his time in Technical Marketing, Standards Development, and Policy Advocacy. Dave is a Cisco Certified Internetworking Expert (CCIE) Emeritus (#2062), a Certified Wireless Network Administrator (CWNA), and a CBRS Certified Professional Installer (CPI).
Dave also serves as Policy Director of Spectrum for the Future. In that role Dave helps the members craft policy and advocacy initiatives, ensuring that wireless technology and product innovations are accompanied by access to appropriate radio frequency spectrum and a suitable regulatory regime.
Claire Mohun Policy Analyst
Claire joins Salt Point with several years of experience in technology policy within the private sector. Prior to joining Salt Point, Claire was a Policy Coordinator at Meta on their U.S. Public Policy team. During her time at Meta, she supported the team on legislative branch issues before transitioning to a portfolio covering economic and regulatory issues within the Executive Branch.
Prior to this, she worked in communications for emerging technology companies. Claire holds a B.A. in Government and M.S. in Management from Georgetown University.
